Jagged Black Lines

I'm playing on a standard definition tv, and sometimes there are black lines on surfaces, pedestrians, etc. pretty much anything. What do i have to change to get them to go away?

You should buy a new tv dude! or just an LCD monitor with an HDMI port so it's less expensive! I can't think of a way getting rid of those lines pretty much because your using a standard TV!
