Red Canisters blow up? Do they?

They blow up when you shoot 'em right? I shot one canister 15 times to get it out of the way of my car. I backed up to shoot it, I shot it directly. Wouldn't blow up. Only when I tried going around it and breaking down a fence, it blew up. What the fuck?

The second I was next to it, one bullet from a bad guy made it blow.
