I suggest looking in the more run down areas. Try Bohan... That's where I normally see them. I also saw some in Middle Park at night for some reason. :P

Usually after I finish with the hookers I shoot them in the head and take back the money I usually find the thin and pretty ones. You can sometimes find 2 standing outside the internet cafe.

Drive along that stretch of road and you should be able to find more. Their outfits differs depending on where they come from.

I don't know where you can get them in GTA VI. In GTA IV you can find them roaming the street a lot. I found a bunch in Bohan and all the old ghetto neighborhoods.

Bohan, at night, use a regular car (not police, firetruck ambulance) notice the women with the hooker clothes, get close, honk your horn when they approach the car hit the action button.
