throughout the game there are news stories about a serial killer decapitating victims throughout liberty city.
well you can do a mission for him, its one of those things where you meet random people on the street, he's located opposite erotica cars in alderney, i think you have to go there at night to activate the mission.
you have to drive him to the docks where he dumps a mysterious bag into the water, he talks about some pretty sick stuff. If you listen to the radio afterwards there is a news bulletin about the discovery of a decapitated head at the docks.
his name is eddie low, if you search for him in the police records theres a file on him, it says he lives in san fierro.
