Never seen this mentioned anywhere else, so i'm claiming this on for me, it's mine.
Anyway, go on the internet anywhere in the game, click 'lucky find' and it'll come up with a few search results. (lucky find is above ringtones, travel, shopping etc.) Click 'more' until you find a link about a child beauty pagent. The LCPD logo will show up, and a radio message about you being a sex offender is played too.
And hey presto, 5 star wanted level.

I'm sure at least a thousand people discovered it before you did. You can claim it all you want, btu that doesn't make it so.
