First, is it true you can buy the rundown Tattoo Parlor near your second safehouse?
And if it so, when can you buy it because I've gone to it and haven't found out how to buy it yet.

You can't buy any shops or get tattoos as far as i know.

I don't think you can. I heard somewhere that R* decided not to use the business buying aspect in future GTA games.
