Free Mode with 2 people only?

A friend and myself are wanting to do some messing around in free mode, with cops and such on.

Whats the best way for us to set this up for just the two of us? Everytime we try we get tossed in with a bunch of other random players.

Yeah you just do Multiplayer: Player Match: Free Roam:

After that you should have an option to set the private slots, set them to max. Start then game and then invite whoever you want.
