How do you become the host of a game and change the settings? When I make a party and start a game, it throws me straight into one without making options. Help, please?

From what I see you change the settings through the mobile phone, just navigate through that and invite players.
I'm going to go through all the MP stuff soon so I can explain things better.

I'm talking about weapons, weather, etc. You can't change that in the phone.

Multiplayer options... Bring up the phone, open it up and it shows it all like:
Set weather
Random
Weapons
all
Spawn
Whatever you set it as
and more..
Dude it is in the phone, I have seen it all myself...

I know it is, but you can't change anything during the game on the phone. I won't say it again, don't waste my thread.

i wanna know the same thing, the lobby is very confusing. I know what you mean though, you have to be in the game to setup on. I thnk the best way to do it is this
go to cell phone
Multiplayer> Ranked on Non Ranked match > select your game >
after this it loads and loads and sometimes directs you back to SP which is annoying, if not it will either open a new game of which you choose the options or throw you into a stupid lobby with about 2 people in lol
If you want to keep trying to get a decent game just press select if your on the xbox 360 and select a new game until one comes up you like

You can make sure that you're the host of your own match by (from single-player) bringing up your cell phone, and selecting Multiplayer > Player Match > Custom Match > Start Multiplayer. Custom matches are GTA's way of hosting a room, and is the only surefire way to make sure you are the host.
Party mode is entirely different, as only 7 other players may join your game, and it is up to the host to move his party into another game (alternatively, a party may join your game, in which case you will be asked to select a game type, and the game will commence). Hope this answers your question.
