try a site that can host a page. I.E Tripod
there you can sign up for free, and follow the site builder.

Freewebs is your best bet, simplistic ways to design and if you wanted to be more creative you can pay a little more money for the options.

use moonfruit.com best one out their, i made ours on there, pay 2.99 a month cheap as chips and looks better than most other hosters out there

I agree. Learn various website software and pay for hosting. That is the BEST route. I run http://www.go-diaf.com
PHPNuke is easy to install, learn, and use, as is e107, Nuke Evolution, SMF + Tinyportal, and Joomla (which is what I use).
Search for those on Google to find more info. For hosting I recommend GoDaddy or DreamHost
