A new more realistic timecyc.dat based on actual sky colors.

It is also much more consistent than the original timecyc. (no more random orange clouds mid-day, no random transitions of sky colors from teal to light blue mid-day). This also means that there are no drastic variations of sky colors from city to city like in the original. All cities and countryside/desert now share the same sky colors for the most part.

Two versions of this timecyc are included:

-A "recommended" draw distance version, most weather is a 3-4x improvement from the original (1500 for all sunny clear weather, whereas the orignal ranged from 400-1000 for cities and 1500 for countryside/desert). The exception is Los Santos, which uses 1250 instead of 1500 to minimize flickering textures in East LS.

-A longer draw distance version, all sunny weather is 2500, and all other weather is 50% more to double the draw distance of the recommended version. This can lead to texture flickering problems when looking down from high points (especially in Los Santos), so the longer draw distance version is for those who are willing to have this problem in exchange for a greatly improved viewing area.

Cloudy and rainy weather for both versions is slightly less draw distance than sunny weather, and fog/sandstorm draw distance is kept the same as the original.
